29 point agreement between Nepal Telecom and Employees Trade Unions, what was the agreement?

An agreement was reached between the management of Nepal Telecom and the employees’ trade union on Friday night. The agitation, which has been going on for 39 days, has come to a halt after the two sides reached an agreement on recommending amendments to the current staff regulations.

At the initiative of the Ministry of Communications and Information Technology, a 29-point agreement was reached between the management of the telco and the employees’ trade unions.

It has been agreed to send the company to the Public Service Commission to amend the provision of automatic retirement after completing five years of service in level 11 and eight years in level 10.

Similarly, it has been agreed to send a letter to the Public Service Commission to amend the provision of automatic retirement from the service of the company from the date of appointment if appointed to the post of Managing Director.

It has also been agreed to request the Government of Nepal through the Ministry of Communications and Information Technology with the recommendation of the Board of Directors to include the provision of automatic retirement from the service of the company from the date of appointment if any employee of the company is appointed as Managing Director.

To amend the regulations to provide contribution based pension to the employees who have been appointed to the permanent service of the company after 1st October, 2066 as per the formula of Article 1444 (2) of the regulation and to provide other benefits related to retirement from contribution based pension fund like the employees appointed before 1st October, 2066. It has also been agreed to send a letter to the Public Service Commission.

Similarly, it has been agreed to maintain the existing hierarchical system of drivers, to ensure that there is no age limit for the retiring employees to appear in the open competitive examination, and to make it possible for the employees who have completed 3 years in a post below one level to be potential candidates for promotion.

In addition to this, a committee will be formed with the representation of active employees’ unions to identify and recommend alternatives to make the career development of employees predictable. It has been agreed to give necessary instructions after evaluation.

In order to increase the company’s revenue, it has been agreed to formulate and implement business strategies and programs within the next three months and to bring Namaste Pay into commercial operation in the first phase from September 8.
