A well-organized city will be built by consolidating 20,000 ropanis of land (land pooling) of three municipalities in the northeastern part of Kathmandu and laying electricity, telephone and internet wires underground.

Parasar Ghimire, an engineer at the East Kathmandu New Urban Development Project, told RSS that the project would be the first to build a well-organized city by laying electricity, telephone and internet wires underground.

Work is underway to establish sufficiently open areas and flood-prone cities to prevent natural disasters.

A new city is being built by consolidating 20,000 ropanis of land out of 26,000 ropanis of land within wards 1, 2, 3 and 4 of Kageshwari Manohara municipality, wards 1, 2 and 4 of Gokarneshwor municipality and ward no. 9 of Shankharapur municipality.

Chief of Kageshwari Manohara Municipality Krishna Hari Thapa said that the East Kathmandu New Urban Project was established and operated last year.

“A 40-member committee has been formed to run the project comprising the mayors, deputy mayors, chief administrative officers of the three municipalities, ward chairpersons of the wards where the projects will be operated, legal advisors of the three municipalities, landlords, farmers and representatives of concerned government offices,” he said. Mayor of Kageshwari Manohara Thapa has been appointed as the chairman of the committee.

Similarly, Santosh Chalise, Mayor of Gokarneshwar Municipality and Subarna Shrestha, Mayor of Shankharapur Municipality are the co-chairmen.

For the operation of the project, consumer committee, sub-committee as per requirement, consolidating all the plots of land within the project area, contract construction work is being carried out as per the prevailing law to build developed fences in the project area.

After the completion of the project, the developed fences will be distributed, the project will be handed over and after its completion, the report will be submitted to the Municipal Working Committee.

The meeting of the project management committee has approved the project implementation management procedure 2076. Feasibility study has been completed by establishing a project office in Gokarneshwor Municipality-8.

The meeting also decided that 50 percent of the budget required for the operation of the project will be borne by Kageshwari Manohara, 35 percent by Gokarneshwor and 15 percent by Shankharapur Municipality. After addressing the amount from the assembly of three municipalities and mentioning it in the Appropriation Act 2077-2078 BS, the work has been moving forward since last fiscal year.

Engineer Ghimire said that the work has been started to prevent the construction of roads in the 20-20 meters to the left and right of the project site where there are fields on the banks of Bagmati and Manohara rivers.

Due to this, the city is being built without flooding the houses and businesses when the river floods. Project Chief Engineer Deepak Shrestha said that work has been started to meet the demand of the residential sector in the capital.

Interaction has been conducted to inform the landowners and fishermen for the effective implementation of the project. Under the project, it is planned to build Bagmati corridor from Gokarneshwar Mahadev temple premises to Sundarijal.

The project has stated that it will coordinate with the empowered Bagmati Civilization Integrated Development Committee for this.

The meeting also decided to invite applications to participate in the project through interaction, said Gokarneshwar Mayor Santosh Chalise.

A detailed project proposal (DPR) is being prepared after completing the feasibility study. The proposal will be prepared and submitted to the Council of Ministers for approval by September.

The project will get legitimacy only after the proposal is passed by the cabinet. The project aims to start land consolidation work locally after the festival by giving legitimacy.

The committee has estimated that 16,000 ropanis of the land will be consolidated. Two thousand ropanis of land is said to belong to public, fallow, river and forest areas.

While consolidating the land, 35 percent of the land will be cut. Out of that, 20 percent for roads, five percent for open space and 10 percent for land.

The project has also put forward the principle of managing more land from landowners who do not have roads at present. The project is also preparing to withhold land for the project from this month. रासस
