Speaking on the budget for the coming fiscal year, Finance Minister Bishnu Poudel announced that the Mobile Device Management System (MDMS) will be operational from July 1.

It got discussion among mobile consumers. This discussion was natural because the implementation of MDMS means that there is no unregistered mobile operation in the regulatory body Nepal Telecommunication Authority.

There are many unregistered mobiles in Nepal. The first is the big market of customs evasion (gray market). These mobiles will eventually go to the customer.

Another thing is that relatives from abroad have personally sent mobile phones to most of the houses in Nepal. There are a lot of consumers in mobile rural areas who do not have access to internet or do not have knowledge about MDMS.

In such a situation, to reduce the gray market and for the safety of the consumers, if the unregistered mobile phones with IMEI number are suddenly shut down, many consumers will be affected. On the other hand, the registration system of NEA is also blocked for registering IMEI number.

If so, how does the regulatory Nepal Telecommunication Authority plan to move forward when it has announced the date of implementation of MDMS system? We have put this question to NEA Chairman Purushottam Khanal.

“After the implementation of MDMS, there is a general fear that mobile phones will not work. This is absolutely wrong,” Khanal said. “We will not shut down mobile phones.”

According to him, the implementation of MDMS will start from July 1, but it will not be implemented all at once. “We will be implementing it in a phased manner,” says Khanal. “Viniyavali has given us time to implement it in a phased manner for six months from the start.”

Sub-section 4 of Section 3 of the Mobile Device Management System-2075, which is made to manage mobile sets, has a provision that unregistered mobiles will be shut down after 6 months of operation of MDMS.

Accordingly, unregistered mobile phones cannot be switched off from July 1. It is clearly mentioned that the implementation period will be 6 months.

Sub-section 4 of Section 3 of the Mobile Device Management System-2075, which is made to manage mobile sets, has a provision that unregistered mobiles will be shut down after 6 months of operation of MDMS.

According to Khanal, all listings will be done during this period, information will be given to mobile importers, mobile importers and customs revenue will be given access. In addition, it is necessary to cooperate with telecommunication service providers.

Also, it is time to register the mobile phones imported individually from abroad. According to Khanal, it is written in the regulations that it is a phase of implementation as various works have to be done after the MDMSS comes into operation.

It will differentiate between the ‘gray market’ and the customs. Its job is to bring the mobile from ‘Gray’ into the system.
After the budget speech, there were many reports that unregistered mobiles would be shut down. Due to which, the fear of how to register and what to do in mobile users has increased.

Due to this, the registration system provided by NEA for mobile registration has come to a standstill. The National Information Technology Center (NICT) has a data center. Khanal says that he had to depend on it and his ability was affected.

Due to rumors that mobile phones are being switched off everywhere, the general public who do not have to register are also trying to register. That is why the registration system has been blocked, he said.
“Even if the registration system is blocked, consumers using mobile phones should not be intimidated,” Khanal said. “We are not doing anything to affect the users.”

He said that efforts are being made to stop the gray market and illegal mobile phones at the source. Therefore, any mobile phone entering Nepal from July 1 cannot come without IMEI registration. If they have entered in such a way, the work is being done so that the mobile SIM itself will not be operational.

NEA is setting up a mobile device management system in Chabahil, Kathmandu. Its’ secondary site and civil construction work is ready.

Work there has been affected by the closure of international flights due to the ban. The equipment to keep the data center in Chabahil has not arrived and the technical team to connect, test and operate has not arrived. According to NEA, it will take 1-2 months to complete the work of the data center in Chabahil.

NEA is ready to operate the system from the National Information Technology Center until the data center of Chabahil comes into operation.

NEA had signed an agreement with Malaysian company MRS Numera Company for the purchase of Mobile Device Management System (MDMS) at a cost of Rs. The company will operate and manage this system for 5 years.
