Shortage of cyber experts in government data centers, suggested to operate according to international standards

There is a shortage of cyber experts in government data centers. A high-level committee formed to conduct a detailed study on the services provided by the government integrated data center and disaster recovery center has pointed out that there is a shortage of cyber experts in the government data center.

On Sunday, the high-level committee submitted a report with recommendations to the Minister of Communication and Information Technology Rekha Sharma.

The committee has suggested that the government data center should be operated according to international standards and the firewall system of the data center should be operated in full High Availability (HA) mode.

In addition to formulating timely policies related to cyber security, as well as legal provisions related to information technology, policy and structural arrangements should be made for national cyber security and data protection, software system development and quality standards, technology research and IT audit, and human resource development and capacity building in cyber security. The committee said.

Effective use of the National Emergency Monitoring Group The report states that the National Information Technology Emergency Response Team (NITERT) should be made effective and the structure including the National Information Technology Emergency Response Team (NITERT) should be made effective and the problem resolved as soon as possible by restructuring the physical security management of the National Information Technology Center and protecting it from disasters and physical attacks.

The high-level committee has shown that there is a shortage of professional cyber experts in the National Information Technology Center.

It seems that arrangements should be made for direct monitoring and surveillance under the government along with 24/7 monitoring/inspection/surveillance along with service operation through highly professional cyber experts on the tenure track. In order to create a high morale working environment for the technical staff, it is necessary to ensure the moral development of the technical staff by giving high priority to information technology services. The organizational restructuring of the National Information Technology Center is appropriate,’ the report said.

In addition to this, the committee has suggested that the National Information Technology Center and the National Information Technology Center and the cloud computing services provided by the Center with cyber security to public bodies can be commercialized to make the Information Technology Center independent.

It has been said that the Disaster Recovery Center should be managed in accordance with DR, and the necessary infrastructure should be arranged so that it can operate in Hot Standby and it is necessary to bring awareness about cyber security.

After understanding the report, Minister Rekha Sharma promised to include the suggestions pointed out in the report in the policies and programs and budget of the next fiscal year and implement them.

On January 14th last Saturday, the websites of the government agencies were closed for 4 hours after a cyber attack including DNS DDoS attack on the Government Data Center (GIDC).

It is mentioned in the report that it was found that the cyber attack was carried out using a network of compromised computers of different countries (Botnet).

After the cyber attack on the government data center, the government formed a committee under the coordination of information technology expert Judd Bahadur Gurung.

The members of the committee included experts Baburam Dawadi, Saroj Lamichhane, Mona Nyachho, Prakash Rayamazhi and Vijay Gautam. Similarly, it was arranged that there will be experts from Nepal Police and Nepali Army and there will also be a representative of the Ministry of Communication and Information Technology as member secretary.
